PRACTICAL GUIDE
Plan the dependency before adding the district
A new building can create requirements elsewhere. Treat a settlement as connected obligations, not just occupied space.
Follow the relevant resource
In a water-focused setting, identify where supply originates and what depends on it. In a transport-heavy setting, consider the journeys a district creates.
Name the expected improvement
Before expansion, state which problem the change should solve. More structures are not automatically more useful when the limiting relationship remains unchanged.
Keep the simulation in context
These games use their own rules. Their results are not evidence that an identical real-world water or transport policy is safe or effective.
